In a speech in Liverpool he is expected to promise to allow charities to consult civil servants and use dormant bank accounts to fund projects. By allowing voluntary groups to help run services, he wants to transfer power from the state to individuals.
He denied it was aimed at putting a positive spin on planned spending cuts. The idea was a central theme in the Conservative general election campaign and Mr Cameron is to revisit the idea as a way of building a "bigger, better society". BBC
